John F. Waugaman – President
Mr. John Waugaman is President of Tygart Technology, Inc. and is responsible for the successful operation and growth of the company. He has over 25 years experience as a corporate executive and program manager of high-tech software solutions for Federal and State government agencies. During his career he has directed and managed research and development projects with budgets over ten million dollars in the areas of biometric identification and analysis, applied machine learning, cloud and high-performance computing architectures, video/photo analysis and exploitation, and other emerging technologies.
Recently at Tygart, he has overseen and supported identity intelligence and enhanced surveillance projects for the US Department of Defense, US Intelligence Community, Law Enforcement Agencies and commercial customers. Mr. Waugaman is also an accomplished IT strategic planner, having authored several statewide plans, including the State of West Virginia E-Portal Strategic Plan, West Virginia Technology Plan and West Virginia Data Interoperability Study. He also has advised West Virginia Governors Joe Manchin III and Bob Wise on various IT topics, having served on the transition teams for both.
Mr. Waugaman holds a Bachelor of Science degree in Applied Math and Industrial Management from Carnegie Mellon University and a Master of Business Administration degree from Wright State University.
Mary T. Gostel – Executive Vice President
Ms. Mary Gostel joined Tygart Technology, Inc. as Executive Vice President in February 2014. As Executive Vice President, she is responsible for overall corporate growth. She leverages over 30 years of federal market experience and expertise to showcase Tygart’s innovative products and advanced consulting solutions to solve our customers’ most complex challenges and improve mission performance. She has demonstrated credibility and success building and institutionalizing business development, sales and marketing processes and infrastructure for rapidly growing technology companies in a dynamic public sector market. She utilizes a practical approach to business growth with minimal performance risk and objectivity to achieve overall goals and continued success.
Prior to joining Tygart Technology, Inc., Ms. Gostel served in growth-oriented executive roles at TWD, Deltek, SI International, CACI and I-NET.
Ms. Gostel holds a Bachelor of Business Administration in Marketing from Loyola University Maryland .
John Heiss – Vice President of IT Services
Mr. John Heiss is the Vice President of IT Services for Tygart Technology, Inc. and is responsible for delivering exceptional services to our customers. He has over 15 years of experience managing Federal Information Technology (IT) and Professional Services/Consulting programs. As Program Manager for the FBI’s Information Technology Supplies and Support Services (ITSSS) IDIQ contract, he is responsible for overall growth of Justice Programs and accountable for meeting performance goals. Mr. Heiss leads the development and management of all aspects of the IT program life cycle including program management, systems development and engineering, infrastructure modernization and cybersecurity. Key accomplishments include: supporting FBI’s Program Management Office and Center of Excellence, Business Intelligence and Program Management Support for Pension Benefits Guaranty Corporation (PBGC).
Prior to joining Tygart in 2011, Mr. Heiss held program and division leadership positions at Keane Federal, Citizant and CACI. He served in the U.S. Navy for 20 years as a Naval Officer.
Mr. Heiss is a graduate of the U.S. Naval Academy with a Bachelor of Science Degree in Mathematics and Computer Science; and a Master of Science degree in Electrical Engineering from The United States Post Naval Graduate School.
