Congress created the Federal Election Commission (FEC) to administer and enforce the Federal Election Campaign Act (FECA) – the statute that governs the financing of federal elections. The duties of the FEC, which is an independent regulatory agency, are to disclose campaign finance information, to enforce the provisions of the law such as the limits and prohibitions on contributions, and to oversee the public funding of Presidential elections. The Commission is made up of six members, who are appointed by the President and confirmed by the Senate. Each member serves a six-year term, and two seats are subject to appointment every two years.
The FEC relies on a robust IT infrastructure to fulfill the agency’s responsibilities. The IT infrastructure serves not only the FEC staff, but the agency’s stakeholders, the regulated community and the public. The agency strives to maintain its commitment to providing accessible and user-friendly information to the public.
The FEC’s IT Support Services vehicle augments FEC staff by providing project management and software development across multiple technologies to the Information Technology Division. These support services span the full software development life-cycle to perform enhancements, maintenance, break fixes and new development on systems supporting several mission critical systems. These systems are used by hundreds of users and the output is potentially used for investigations that may lead to fines and/or prosecutions. These systems gather data from internal and external sources and correlate it to produce various reports and correspondence used to enforce the laws and regulations the agency oversees.
Tygart is a subcontractor on the FEC IT Support Service contract providing engineering support services to manage, enhance, and maintain FEC Oracle Workflow (OWF) applications. Our services include PL/SQL coding support for OWF and other applications, updating and enhancing applications and reports using Java, J2EE and Business Objects, and migration to Oracle’s Business Process Execution Language (BPEL) from OWF. Tygart resources provide analytical support for requirements gathering, prepare technical documentation and work with DBAs and Database Architect to improve the database environment. Our staff grasps the business rules and technologies to be able to maintain all FEC IT components quickly and efficiently with short turnaround times.
